ircd: prevent TLS accepts from starving server links
Add native asynchronous TLS accepts with owned worker state, cancellation, and process-exit cleanup. Keep IRC registration on the callback thread and bound pending handshakes. Detect older hosts and retain their synchronous TLS path with a one-time warning.
Service ready sockets, due timers, and queued callbacks fairly so connection scans cannot suppress CLOCK announcements. Cover callback closures, GC, TLS completion and shutdown, handshake saturation, and legacy-host fallback.
Validation: native TLS network suite, 19 TLS regressions, 10 clock checks, SendQ checks, and scheduler regressions with poll and select.
