ircd: honor FileServ channel browser transport options
Forward !fserve arguments to CHAT so an explicit PLAIN request produces DCC CHAT rather than defaulting to encrypted SCHAT. Keep case-insensitive transport parsing and the configured TLS policy, and reject unexpected arguments.
Document and advertise the TLS/PLAIN option. Verify channel transport choices and policy refusals in the 34-check FileServ suite and native CHAT/SCHAT network tests.
