    INDIA

HAMFest 2025, the annual convention of Indian amateur radio operators, was
held last Saturday the 11th at the Goa Engineering College campus.

The event provided radio enthusiasts with a platform to enhance their
technical knowledge, practical experience, and fellowship.

Goas Minister for Information Technology and Tourism, inaugurated the fest
and said HAM radio continues to play a vital role in fostering awareness
about technical hobbies among the younger generation.

The two-day event has attracted over 600 HAM operators from across India and abroad.

As part of the fest, technical sessions covered topics such as satellite communication, digital media communication, radio station setup and
management, antenna systems, and transmitter-receiver design. The event also featured exhibitions, demonstrations, and sales of radio components,
equipment, and educational materials related to electronics and
    communication.

    UNITED STATES of AMERICA

Edward F. Ed Hare, Jr., W1RFI, who spent decades as an employee of the
A.R.R.L. Laboratory, has become a Silent Key. He died on October 10, 2025, at the age of 4 pus 70 after an illness.

Hare was first licensed as a teenager in 1963 and was an active ham
throughout his life. He was an avid QRP operator, earning his Worked All
States certificate with just a bare 250 milliwatts on CW.

In his professional life, he was an accomplished product test engineer and a leading expert on radio frequency interference (RFI). After an industry
career in product testing, he went to work for ARRL in 1986.

SUN CITY CENTER FLOIDA. -- Introduced earlier this year, federal
legislation known as the Amateur Radio Emergency Preparedness Act would, if passed, eliminate Home Owners Associations (HOA) prohibitions on

    amateur radio antennas.

The National Association for Amateur Radio has created a petition to help
pass this legislation. The club currently has about 850 members. But many of them live in HOAs, like the club Vice President, who said its harder to set
up listening stations to communicate with others.

    Pending legislation could change that:

A bipartisan bill would prevent restrictive HOA rules that currently prohibit or severely limit the installation of amateur radio antennas, even when antennas are hidden in trees, attics or other discreet locations.

BUT you know all is not lost, sometimes even without a "bill" things look
    good.

Take this as a case, A "thoughtful" 71-year-old disabled radio amateur has applied for permission to install a reinforced concrete base station for his
9m back garden antenna. Peter Crowley moved to Telford last year following
the death of his partner and wants to carry on amateur radio which is his
"main interest in life". "As the immediate next-door neighbor to the proposed installation site for the tower-mounted radio antenna, I would like to
express my full support for this application," the unnamed neighbor said on
    the council's planning portal.

The FCC has continued its actions against foreign-owned laboratories that
test imported electronics for sale and use in the USA.

Just days before the shutdown that affected much of the US government, including the FCC, the commission announced that the four laboratories, like the 11 the commission denied in early September, were controlled by Chinese interests. That makes for a total of 15 such labs rejected so far by the
FCC's Office of Engineering and Technology, as part of the administration's goal to give US-owned companies the responsibility of certifying electronics for import and sale in the US.

All approved equipment must demonstrate that it is not a threat to US
national security and must comply with FCC standards.

This move is the latest following the commission's adoption in May of the order. At the time the order was announced, the FCC disclosed that about 75 percent of all electronics sold in the US are being tested by Chinese labs.

WW SPECIAL INTEREST GROUPS - BALLOONS

Jeff Potteiger, a licensed amateur radio operator and local resident of Ohio USA, with the help of his son Erik and grandson Matthew, (also

licensed amateur radio operators) recently sent a pico balloon around
    theworld.

A pico balloon is a small, lightweight high-altitude balloon equipped with a radio transmitter. Hobbyists use the radio aboard to track the balloons

journey across the globe, receiving real-time telemetry data about its location, altitude and the extreme conditions it encounters.

They launched their balloon on Sept. 13 and recently, it completed a full circumnavigation of the Earth -- and it is still airborne.

Telemetry from the balloon has shown it reached altitudes above 40,000 feet
and temperatures as low as 40 degrees below zero.

For the first time in Mexico's history, the National Polytechnic Institute (IPN) made a direct radio connection with the International Space Station (ISS).

The educational institution reported that contact was made with the
commanding astronaut of NASA and SpaceX's Crew-11 mission, who answered questions from children and young people. The director general of the IPN

explained that the broadcast was intended to encourage the younger generation to pursue careers in the aerospace industry. The link was made possible by
the Amateur Radio on the International Space Station program, an educational initiative that allows students from around the world to communicate in real time with astronauts in orbit, to spark their interest in science and technology. An antenna built in Mexico by IPN engineers was used for this purpose.

In another first, a first in several ways, the Namibia Scientific Society
(NSS) facilitated the first-ever Amateur Radio on the International Space Station (ARISS) contact with that country.

The public was invited to witness the live communication event which took
place at the Windhoek Afrikans Private school.

Tickets however were essential for attendance and were priced at
$100 Namibia Dollars for adults and $50 Namibia dollarsfor children
under 18. The organizers noted that no late payments or payments on the day
of the event were to be accepted.

The Society said for the first time in the country, local students had
the opportunity to connect directly with astronauts aboard the International Space Station via amateur radio.

As the ISS passed overhead, students asked questions live to the crew on
board. This rare and historic moment brought space exploration closer to Namibias youth and hopefully inspires new possibilities in science,
    technology, engineering, and mathematics (STEM).

Just six years after launching its first nano satellite, Sri Lanka has
launched its third - and this new ham radio CubeSat is orbiting the Earth.

The BIRDS-X Dragonfly CubeSat has marked a milestone for Sri Lanka, becoming that nation's third nano satellite in space. Developed with help from the Arthur C. Clarke Institute for Modern Technologies an the Kyushu Institute of Technology in Japan, it began its orbit last month following its launch from SpaceX-33.

Its mission is to serve as an APRS digipeater and to test a new low-cost communication system. It will also demonstrate the relay of store-and-forward data. Its callsign is JG 6 YOW. The APRS FM digipeater frequency is 145.825

WW SPECIAL INTEREST GROUPS --- SOFTWARE FOR HAMS

Are you still running Windows 10?

As of last Tuesday, October 14, Microsoft moved the software toend of life status.

What does that mean for you?

While Windows 10 PCs will continue to work, theyll stop getting important security updates. That leaves you with three choices if you want to make sure your computer remains secure:

You can choose to upgrade to Windows 11 for free if your computer is compatible.

You can buy a new PC that already has Windows 11 pre-installed.

Forget about Windows 11 right now and sign up for the Extended Security
Updates (ESU), which lets you kick the can down the road for a year.
The last one is easy and can now be done for free in many cases. bit.ly/4hjwkKv
    (twiar)

DXLook, the real-time HF propagation and reception platform used by amateur radio operators worldwide, has introduced a new feature: Personalized Band Conditions.

This update enhances how operators understand HF propagation by tailoring
band condition estimates to each users specific grid location. Rather than relying solely on global indices, DXLook now provides location-aware predictions that consider geographic position, local time, and atmospheric factors.

Global space weather numbers are valuable, said the creator of DXLook. But
what matters most to operators is whats happening right now at their own QTH. Personalized Band Conditions bridge that gap.

A reminder when supplying HamFest info we obviously can't
plug DEALS from commercial traders "on air", but we at the
WIA will put your supporters 'goods' in this text edition
    "no worries."

We will not give blatant 'plugs' to raffles, be it raffles
    at the event or "on-line".
