Last week here on WIA National News, the news you CAN trust,
VK2LAW Jason told us of the plan to develop a Moon Wide time zone
on the moon for future explorers.

This week we are telling you of OUR TIME.

ISS TIME TRAVELLER

The International Space Station raised its orbit a couple of weeks
back to avoid a close approach by an Argentinian imaging satellite.
A Progress MS-22 spacecraft docked to the station fired its
thrusters for over six minutes.

This changed the stations velocity by 0.7 meters per second.

This means each orbit takes a bit longer.

Amateurs using the ARISS repeaters will want to be sure to have
updated Keplerian elements for prediction and tracking software.

As I have previously advised the WIA Annual General meeting will be
held on 13 May 2023 at 1030 Canberra time and be held at the
ANNE HARDING CONFERENCE CENTRE, Building 24 on the campus in
BRUCE ACT.

The event will be a hybrid event held both online and in person on
the day. The event will also be streamed live on YouTube.

Registrations for the event will open in the next few weeks.

Dont forget to nominate amateurs who have contributed significantly
to the Institute or to Amateur radio, for a WIA award Nominations
for award to be considered at this years AGM close today so get them
in by email to Secretary@wia.org.au

Late nominations will be held over for the following year.

The ACMA has issued a newsletter about Class Licensing and the
5 year spectrum outlook, more details later in this broadcast.

Well, what else is in Issue 2?

Peter Sumner VK5 P J has been hard at work putting together his new
shack. He shares with us a novel shack earthing hack that ties his
rigs and other gear together. Youve all done that, havent you?
Well, at least youve thought about it. Take a decko at Peters
solution in Earthing and bonding at Trig Point Hill. With plenty
of photos, of course.

Still on the Hacks and Hints theme, Peter Forbes VK3 Q I relates how
he added Anderson Power pole connectors to a popular switch mode power
supply. The secret is in a 3-D printed shell that holds a triple set
of those Oh-So-convenient power pole connectors. A must see.

Dudes!

Did you know that, from 2035, leap seconds will be abandoned for
100 years or so and will probably never return. Its an inconvenient
fact that days are not exactly 86,400 standard seconds long.
Earths rotation is a little erratic. The length of a day actually
varies and cant be predicted far in advance. The solution arrived
at by the timekeeping community was to introduce leap seconds: a
one-second correction applied at the end of December and/or June, as
and when it was thought required. Hands up those who think daylight
saving is inconvenient. I dont. We dont allow it in VK4. Get the
skinny on ditching leap seconds, dudes.

But thats not all!

The ALARA column reveals a touch of history and details on ALARAmeet
for 2023, scheduled for 4th and 5th November.

While the WIA DX Awards listings are included, the VHF/UHF column
now known as Spectrum Horizons is missing in action while our
columnist, David Minchin VK5 K K, reclines in bed recovering from
recent medical attention. Hell be back, he assures me.

Hello, this is Steven Green VK2TSG, one of your WIA national board
members.

Some of you may know about WIA Honorary Life memberships, one thing
I can tell you, is that they are quite rare...

Although anyone can nominate, honorary life memberships can only be
bestowed on an individual when approved by a resolution at a General
Meeting of the Institute. At the WIA Board meeting this month it was
proposed that Peter Young VK3MV be awarded Honorary Life Membership
for services to the WIA and to Amateur Radio.

His contribution has been well and truly above and beyond that
expected. Full details will be provided in AGM papers.

It is therefore proposed to present the following resolution to the
AGM to be held in Canberra on May 13. The wording is as follows....
"That this Meeting of the Wireless Institute of Australia approve
that Peter Young VK3MV be elected as an Honorary Life Member of
this Institute"

As mentioned, the AGM will be held on May 13 at the Canberra
University. Registrations will open on 10 April 2023. More
information will be included in future broadcasts and sent by email
to all members shortly.

ACMA Class License Update

In September 2022, the ACMA published a consultation paper seeking
views on an updated proposed amateur class licence and supporting
operational arrangements. The paper also consulted on a proposal for
a staged implementation of higher power authorisation.

The ACMA has received many responses to the proposals for call sign administration and operational arrangements to support the class
licence. The Wireless Institute of Australia made a significant
submission in relation to these and the need to maintain the online
Register of Radio Licenses, CERT and HEPT compliance as well as an authoritative license that is evidence of licensing.

The ACMA have indicated that they are receptive to our submission
and in light of this, the ACMA are considering how to best deliver
these arrangements under the class licence. The ACMA have now
indicated that this means the class licence will NOT commence on
1 July 2023 as previously indicated.

They will provide an update on the commencement date for the class
licence, as well as next steps for qualification and call sign
services, later in 2023.

Human Security Theme for World Amateur Radio Day

The International Amateur Radio Union has previously announced that
this years World Amateur Radio Day on April 18 will have the theme
of Human Security for All.

HS4A is the special special call

This theme is the result of a partnership between IARU and the
United Nations Fund for Human Security and the World Academy of Art
and Science.

According to the UN, human security includes seven interrelated
dimensions of security economic, food, health, environmental,
personal, community and political that are essential to an
individuals well-being. The IARU says amateur radio has repeatedly
demonstrated its ability to address human security needs. The group
and its member societies will have special event stations on the air
between April 11 and 25 to call attention to the HS4A theme.

No it's nothing to do with Pirates, but as part of the UK's
Coronation celebration activities, Ofcom has approved R as the
optional Coronation regional secondary locator prefix for all
UK radio amateurs to use during May and June 2023. However they
do need to apply for a Notice of Variation or NoV before using R.
SOMEWHERE IN THE BLACK SEA

Amateur radio hobbyists appear to have obtained audio recordings of
the Russian military trying to retrieve a US spy drone.

They were monitoring publicly accessible airwaves after the
MQ-9 Reaper drone was downed following an encounter with two Russian
warplanes, the New York Times reports.

The radio intercept started about eight hours after the collision in
the Black Sea in what was the first recorded physical clash
between Russia and the US since the Ukraine invasion began.
The clips reveal conversations between multiple Russian ships and
aircraft over a four-hour period, discussing attempts to recover
the drones engine casing, nose, wing and gas tank.

At this moment, we have brought up three parts of the frame,
one unit code-named Orange was heard saying. Now I am proceeding
toward the helicopter to search for more.

REGION TWO

Connecticut USA Governor Ned Lamont has released an official
statement, designating April 16 22, 2023, as Amateur Radio
Recognition Week. The proclamation coincides with World Amateur
Radio Day, which is held annually on April 18.

A similar resolution was made by the Maine State Legislature,
recognizing April 18, as World Amateur Radio Day, and acknowledging
the accomplishments and public service provided by amateur radio
operators. The resolution was advanced by ARRL Maine Section
Manager Phil Duggan, N1EP. Duggan said he pursued the resolution
on behalf of all radio amateurs in the state of Maine.
Those who have worked with high voltage know well enough that
anything can be a conductor at high enough voltages.

Similarly, amateur radio operators will jump at any chance to turn a
random object into an antenna. Flag poles, gutters, and even streams
of water can be turned into radiating elements for a transmitter,
but the members of one amateur radio club were thinking a little bit
bigger when they hooked up their transmitter to a giant sculpture.

Rochester Institute of Technology is in upstate New York, the
enormous metal behemoth is not a subtle piece of artwork and sits
right at the entrance to the university. Its over 70 feet tall and
made out of bronze and steel, a dream for any amateur radio
operator.

With the universitys permission and some help to ensure everyones
safety during the operation, the group attached a feedline to the
sculpture with a magnet, while the shield wire was attached to a
ground rod nearby. A Yaesu FT-991 running on only 5 watts and
transmitting in the 20-meter band was able to make contacts
throughout much of the eastern United States with this setup.

A BUDGET TO "BUDGE IT"

Washington:-

The white house has been asked for some $27million US Dollars by
NASA in its fiscal year 2024 budget.

NASA is planning to spend up to $1 billion on a space station
deorbit tug which is designed to deorbit the International Space
Station at the end of the decade to provide for safely disposing of
the station. This deorbit tug, would be used to perform the final
lowering of the stations orbit to ensure it re-enters over the

of Harry's life.

IARU HF World Championship Contest takes place the second full
weekend of July beginning 1200 UTC Saturday and ending 1200 UTC

contest as the objective is to contact as many other amateurs as
possible, especially IARU member society HQ stations around the
world using the 160, 80, 40, 20, 15 and 10 meter bands.

southwest Pacific area.

A perpetual trophy is awarded annually to the
Australian state or territory with the best
performance.
The name of the winning State or Territory is
inscribed on the trophy, and that State or Territory
then holds the trophy for 12 months. The winning
State or Territory is also given a certificate, as
are leading entrants.

Special Event Station VI 100 MB all year celebrates the centenary of
the Manly-Warringah Radio Society

Quite a few hams managed to get the station into their logs from its
portable location near Nowra last weekend in the recently held
John Moyle Memorial Field Day.

VI 100 MB clocked up a total of 171 contacts and 342 points and
they thank everyone who gave the clubs centenary Special Event
Station its first major outing of the year. The station will
continue to be active throughout 2023.

The Russian DXpedition Team is using the callsign 9 X 5 RU in
Rwanda until April 7th on 160 - 6m and they will also be using
the QO-100 satellite.

They operate CW, SSB and FT8 and QSL via Club Log's OQRS and LoTW.

I'm Felix VK4FUQ and now as I leave todays Operational News Desk as
promised here is Denis VK4AE Contest Manager for the John Moyle FieldDay.

Logs have been arriving steadily. Those that already been received seem to be not as many as the number received at this point after the contest last year.
The mixture is about 50% home stations.


The logs do not appear to have met with many delivery difficulties this year and the direct e-mail address seems to be working well.


It is still highly recommended that once you have submitted your log you
should check a bit later that your callsign has been added to the list of
logs received. If your call is not on the list, then it might not have been received.


A couple of logs have been submitted as a PDF which is just a picture and contains no more useful information to the contest than a picture of a flower as the data is not accessible electronically and hence usable to me. One log was submitted by club station as a series of photographs of the hand written log pages. This log is totally unacceptable as I would have to enter the entire log. This is not going to happen.


Some club stations were operated during the contest that have not yet
provided a log. Perhaps, in your club you have to rely on Mr. Somebody to
get the log done, get in touch and give him a hand to get it finished and submitted. Have you considered getting a senior secondary student to
complete the log for you? Maybe you might inspire an interest in Ham Radio?


It is timely to remind you all that while there is not a lot of time left to submit the log and it will pass quickly and the final date is midnight on the 7th April 2023. This is required by the very long lead times now for the AR Magazine.


Following this date all of the logs will be processed and the results
prepared and made available soon after. The results will be shown on the WIA contest page as soon as they are ready.


So, check that your call is on the list, resend the log if it isnt. It might also be a good idea to submit your log now as you never know what can happen
to delay you in the next few days.

The worlds first 3D-printed rocket has launched successfully
marking a step forward for the California company behind the
innovative spacecraft, though it failed to reach orbit.

Here on WIA National News Bruce, VK3FFF last week told us of this
rocket and how billed as less costly to produce and fly, but, the
unmanned Terran 1 rocket launched from Cape Canaveral, Florida
suffered an anomaly during second-stage separation as it streamed
towards low Earth orbit, according to a livestream broadcast by
aerospace start-up Relativity Space.

After 15 years in space, NASAs Aeronomy of Ice in the Mesosphere
(AIM) mission has ended.

NASA first noticed issues with AIMs battery in 2019, but the probe
was still sending a significant amount of data back to Earth.
NASA says AIM has now become unresponsive. Launched in 2007, AIM
studied noctilucent or night-shining clouds, which can last hundreds
of years in the Earths upper atmosphere.

AIM was only meant to operate up for two years, but its provided
data for multiple ground-breaking studies, including a study that
found methane emissions are causing night-shining clouds to form
more frequently.

David L. Antry, Jr., WD9HBA, has been named Chief of the US
Air Force Military Auxiliary Radio System (MARS).

MARS is a Field Operating Agency of the US Air Force's Air Combat
Command and HQ Cyberspace Capabilities Centre.

Today, US Air Force MARS is an organization of about 800 licensed
amateur radio operators who volunteer their time and radio equipment
to assist government agencies in the event normal communications
channels are disrupted, either by natural calamity or deliberate
hostile action.

MARS members are trained to meet the requirements of any
communications emergency. In recent years, greater interoperability
between the Air Force and the Army has facilitated accomplishment of
this objective. Individual civilian MARS stations operate throughout
the continental US alongside civil agencies and military MARS
stations in the US and overseas.

WD 9 HBA has been a licensed amateur radio operator since 1977.

The YOTA Contest is back for its third run!

As Felix has been reminding us weekly, the first round of this
contest is only about 3 weeks away.

BUT there are Three YOTA Contest sessions coming up in 2023.

The upcoming three sessions will be taking place on the
following days:

1st round 22nd April 0800 1959 UTC
2nd round 22nd July 1000 2159 UTC
3rd round 30th December 1200 2359 UTC

Remember as lots of us readjust our chronometers today, these are
UTC dates, times so heed what our Editor Graham VK4BB said at the
start of todays WIA NATIONAL NEWS. "The UTC clock in the shack is
the only one that does not need adjustment"

So, are you ready to compete within the next YOTA Contest? Everyone
in the ham radio community can take part; it only lasts 12 hours.
Its aim is to increase youth activity on the air, strengthening the
reputation of the YOTA program, and demonstrate the support for we
youth across the world.

8 different categories have been implemented which also include
special ones for under 25 years of age only. Covering the 80m, 40m,
20m, 15m and 10m bands, the competition takes place in CW and SSB.

The contest exchange used will be the age of the participating
operators. Different ages also serve as multipliers during the
contest.

Contacts between the same continent are worth 1 point.
Working DX is worth 3 points, but the most points will be achieved
by working youngsters. The younger the operator, the more points one
will get for the QSO.

Reception Reports

WIA News rebroadcasters often give Short Wave Listeners a
welcome to the broadcast as they commence call-backs
straight after the Local News. Local news follows National
news in all states. It would be great if those SWL's would
email their reception reports and location to
callbacks@wia.org.au
Submitting news items

If you would like to submit news items for possible inclusion
in the VK1WIA broadcasts, please email your item in text to nationalnews@wia.org.au and don't JUST send url's links or
posters, but take the time to pen YOUR contribution.

To submit audio, email nationalnews@wia.org.au
and send BOTH the audio and the text

We would appreciate items certainly no longer than 1.5 mts in
length as we only have a half hour.

Remember the sooner you submit material the more the
likelihood of it being broadcast in the very next edition of
WIA National News.

Each recorded item will only be broadcast once, if you want a couple
of mentions, please submit different slants to keep your
event 'fresh' and always if the news room is to read your
item --- write it in the 3rd person. (First if YOU are
reading your own item). If you are mentioning your own name / call
in the story, say something like "and myself, Pat, vk11abc"

A reminder when supplying HamFest info we obviously can't
plug DEALS from commercial traders "on air", but we at the
WIA will put your supporters 'goods' in this text edition
"no worries."

We will not give blatant 'plugs' to raffles, be it raffles
at the event or "on-line".

You will be sent a confirmation mail and must follow the
instructions given in that mail to complete the
unsubscription.

Once your unsubscription has been processed, you will
probably receive a message confirming your unsubscription
from the list and at that point you should stop receiving
