Well, they ARE just a bunch of useless morons. Otherwise they would be at a productive job.

Right. And some "experts" are out, standing in the fields rather than outstanding in their fields.
We've seen this over the last decade or so. People who are touted as "experts" but have no real knowledge and simply say what their masters want them to.
So in addition to actual experts with agendas, we have fake experts propped up by other people who have agendas.
Now, I can see a gov't creating an AI that's restricted by having very restricted access to the outside world. They are self-contained, no internet connection, etc. So an expert brings in a tape of new data, feeds it in to the AI. That's an AI that can have no "guardrails" because it's intent is to ask questions "how can I bomb China and make it look like Pakistan did it?"
But you can bet at the gov't will keep those under strict lock and key.
