Right now, they don't even ask for my name or address. They scan the
back of my DL so they know which precinct's ballot to print for me.
I don't know what they do if you have no ID. If you cannot prove what precinct you live in, I think they give you a provisional ballot that
only includes statewide/nationwide races -- I know that is what they
used to do.

It's possible that this is what's going on here too. The disabled
person I'm talking about lives in a group home. If they have 20
disabled adults "voting" for Biden, it doesn't make that much of a difference, but if they have 20 disabled adults "voting" for city councilman (for example) then that can and will make a big difference
in election outcome.
It's a crime that seems easy to get away with.
Sadly, because many people in those homes don't have someone looking out for them.
But also because we have AGs who won't investigate or prosecute such
