A Founder cannot morph into a Borg without the Borg knowing the differences. Ever Borg is connected to the Collective and if one Founder mimicking as a Borg tried to pass off, the Borg would notice the absence of the Collective
on that drone. So, Founders cannot use subtrefuge on the Borg. The main advantage of the Founders have is that their cellular structure may be incompatible to assimilation through nanoprobes. If even one Vorta was assimilated, then the Borg would know how to make Ketracel White and assimilate all Gem'Hadar effortlessly. In the end, the Dominion would be reduced to only founders, with the majority of its military and technology assimilated.

They wouldn't even need to know how to produce the White. The assimilation process would counteract and 'heal' the addiction the soldiers had to the drug and render it irrelevant.
