It's a shame it didn't get a Hugo in the year in which it was eligible, perhaps, but the fact that it was published in one year and not another is unavoidable. If it was published in 2026, it would not be eligible for a
2028 Hugo.

Yes, that is what I am implying. If it were published earlier in some
year the chances would have been better for enough people to have read it. --scott
