I don't know that a flag burning necessarily incites violence but it
CERTAINLY is incitement TO violence which is the criminal offence I
believe you're referring to.
As do several other actions taken elsewhere in America such as
physically preventing college students from getting to classes which
SHOULD have led to charges.
