    Make the audio size limits editable in SCFG

    System->Advanced gains Max Sound File Size and Max Cached File Size.
    main.ini is written by SCFG rather than edited by hand, so a setting
    stored there needs a menu entry or a sysop cannot change it.

    Both options are appended to the end of that menu so the existing
    option indices, which the handler switches on by number, do not shift.

    SCFG: require at least one QWK Section loadable module

    The QWK menu has no built-in fallback, so removing every "QWK Section"
    module entry would leave users with only an error message. Like the
    Email, Chat, and Text File Section modules, don't allow deleting or
    cutting the last entry.
